UPI Payment New Rule 2026: Many people are asking whether a charge will apply when making UPI payments above ₹2,000. Under the new UPI framework, Merchant Discount Rate (MDR) applies only to specified Person-to-Merchant (P2M) transactions above ₹2,000. However, customers are not required to pay this MDR.
Person-to-Person (P2P) UPI payments will continue to remain completely free, regardless of the amount transferred. Merchant payments up to ₹2,000 will also remain free. Small merchants covered under the zero-MDR framework will continue to receive the benefit of zero MDR.
For specified merchant transactions above ₹2,000, an MDR of 0.4% applies. For transactions of ₹75,000 or more, the MDR is capped at ₹300 per transaction.
This MDR is not a tax charged by the Government or a direct transaction fee charged to customers. It is part of the merchant payment ecosystem and is shared among participating payment system entities.
No. Customers will not be required to pay MDR when making UPI payments. Banks have been advised to ensure that merchants do not pass the MDR cost on to customers.
There is no MDR on Person-to-Person (P2P) UPI transactions. Whether you send ₹2,000, ₹10,000 or another permitted amount to another person, the UPI transaction remains free from MDR.
| Transaction | Type | MDR |
|---|---|---|
| ₹1,500 | Merchant Payment | ₹0 |
| ₹2,000 | Merchant Payment | ₹0 |
| ₹5,000 | Specified Merchant Payment | ₹20 |
| ₹10,000 | Specified Merchant Payment | ₹40 |
| ₹75,000 | Specified Merchant Payment | Up to ₹300 |
| ₹1,00,000 | Specified Merchant Payment | Up to ₹300 |
Essential and thin-margin sectors such as railways, telecommunications, insurance, fuel and agricultural inputs have a flat MDR of ₹5 for specified transactions above ₹2,000. Capital market-related payments have a separate MDR structure.
Yes. UPI remains free for customers for Person-to-Person payments, while merchant payments up to ₹2,000 remain free. The Government has also stated that approximately 96% of merchant transactions will remain unaffected by the new MDR framework.
The ₹2,000 UPI rule does not mean that customers will suddenly have to pay a charge for every payment above ₹2,000. The important change is the introduction of MDR on specified higher-value merchant transactions. Customers can continue using UPI without paying MDR.
Before making or receiving a large UPI payment, merchants should understand their merchant category and applicable MDR rules rather than assuming that every transaction above ₹2,000 will automatically attract the same charge.
